Do figures in a Provisional Patent Application need to be part referenced like they are in a patent or can they be more generally referenced?

The proper thing is to label each feature in your figures with a number and reference that number in your application. However, this is not required for a provisional so your provisional should still be accepted even if you don't do this step.
