Small Entity Status vs Micro Entity Status

What is the difference between Small & Micro Entity. I am also confused on what the total fee, it states,
Filing Fee of $260 ($130 for small entity) ($65 for micro entity). Can you elaborate for me is this my fee, for example, Small Entity $260.00 or $130.00?
Also is my Cover Sheet also my Application Datasheet? as numbers do not match.
