Can I file USA provisional then PCT claiming priority to that provisional with some extra embodiments and do not file non-provisional?

You can do provisional --->  PCT  but the PCT will expire 30 months from the date of your provisional.  Before the PCT expires you will have to do your USA non-provisional plus file in any other country where you want protection.  More on PCT here:   http://patentfile.org/how-to-turn-your-provisional-patent-application-into-an-international-patent-application/
