If I wish to file a claim containing "control unit",
can I describe in the spec as below?
Which would be better?

a) the control unit may be a hardware processor or an electric circuit
b) the control unit may be implemented by a hardware processor or an electric circuit
c) the control unit may comprise a hardware processor or an electric circuit

Also, in the case of b), which would be better?
b-1) in the present embodiment, the control unit may be implemented by a hardware processor or an electric circuit (may be)
b-1) in the present embodiment, the control unit is implemented by a hardware processor or an electric circuit (is)

My preference would be a or c but without knowing what your invention is I cannot answer this question properly.

If the "control" unit is a key part of the invention, you would need to make sure to describe in detail the logic and processes implemented by the control unit.  That is usually done by flow charts in the figures.
